The short answer is they don’t. Extreme poverty, lack of access to clean water, housing and medical care are all ingredients for violent bloody revolution. America with its slanted tax code to benefit those with the most money is trending in this direction.
What is needed is a redistribution of opportunity so that everyone can get a sense of upward mobility through hard work, not them and us handouts. There are multiple examples of this in our own backyard of South America.
The current crisis may act as a tipping point in Venezuela for example, spilling into neighboring countries and creating a hemispherical disintegration that could lead to millions of refugees rushing the US southern border. No doubt Mr Trump’s magnificent unbuilt Wall will hold them back.

If by corporate welfare you mean taxpayer-supplied stadiums for pro sports, or taxpayer-funded green boondoggles like Solyndra, or taxpayer handouts to Hollywood producers and stars, or building factories for Tesla, then yes. Absolutely!
