They had a 69 page report laying out guidelines, none of which trump people paid any attention to.
The report specifically points out the need for coordinating the supply chain of critical medical equipment, Trump has a big fat F for fail on that count.

Trump's HHS secretary Azar told trump in a meeting that he needed $2 Billion to bolster national stockpiles, the administration didn't like the optics of responding like that to something they were saying was not a thing.

Did they have us ready for another H1N1? Nope. It's pure and simple, this "response" team did not prepare and were not prepared for anything. Reacting to a thing like this requires pre-planning. There was no pre-planning.

To an extent you are correct but on the other hand, there are some things worth stock piling, none of which happened.
