Because they didn't do anything. Simple as that.

That kind of ignorance hurts my head, they did nothing? They weren't there to do anything when they were really needed. One of their critical functions is supply chain coordination, which trump has created a total mess out of, not to mention as was reported 280 million N95 masks went out in one day to overseas buyers at grossly inflated prices, and the DOJ that is supposed to be cracking down on that is MIA
This missing response team would have been organizing and coordination critical supplies back in January, because that is what they do.
