Case in fact we have a TREATY with Ukraine for either or both to investigate corruption and expose it. The new President of Ukraine ran on a platform of ending corruption which was the worse in Europe and the US President didn't want to give more money that wasn't going to the betterment of the people and Country of Ukraine unless he(Ukraine's President) wasn't making efforts to stem the corruption.
