Unlike the dopes in the MSM, you need to be more specific; Mulvaney did not admit a quid pro quo vis a vis the investigation into Biden, but the criminal investigation into the Ukranian part of the interference in the 2016 e******n. He was, however, incorrect. A quid pro quo requires both parties in the exchange to be aware of the terms of the exchange; the Ukrainian President was aware the US was conducting a criminal investigation into 2016 e******n i**********e and that US representatives had been requesting the Ukraine's help in the investigation but he was not aware military aid was being withheld until August, a month after Trump's phone call, hence, no quid pro quo.
