No, after the Democrats bankrupt cities, strip local law enforcement of the authority to protect the citizens, allow the cities to become unlivable s**tholes, the moneyed folk, both Republicans who had little or no say in how the cities were run and Democrats whose campaign contributions and v**es were responsible for the cities' profound decay relocate to more pleasant places.
There is where they go their separate ways -- while the Republicans/conservatives attempt to keep their new locations pleasant, clean and safe, the Democrats v**e to turn the new place into the old place.
Today's Democrats are like that, sort of a new type of bedbug, scaby or general purpose l***h.

That depends upon your definition of the word "revitalize." Democrats have their own dictionary, wherein words like "diverse," "r****t" and apparently now "revitalize" have updated meanings.
