Someone else gets your position and they can get paid more money? Sounds like everyone else had seniority over you, therefore they get more money. Or, you're the most senior and already topped-out. Otherwise, I find the excuse given you rather fishy.

By being paid for hours not worked, did you receive added money to equal the difference in pay? If so, and the company went along with it, what's your gripe?

Kevyn is correct as to why your wife is paying her "maintenance fees." Also, did you not read my rather lengthy reply to you? If you had, you'd seen the 'where and why' to your post here. Kevyn and I can only offer advice as to how to operate within the framework as it's now written. I/we can't help what occurred in MN. That's between you and your state legislature. Please, don't take your frustrations out on us.
