In 1906 San Francisco would have been dealing with a horse manure problem and the associated flies and summer odor. The internal combustion engine and gasoline did away with those health problems. I am thinking that many San Franciscans were nostalgic for the early 20th century and it's earthy smells, so they v**ed in politicians who brought back street manure, only instead of horse waste they created a human waste zone because of the homeless.
