Ignorance of this statement? Tons of drugs come across between ports of entry as well. You can't deny that.
If you want the ability to go after manufacturers, and distributors, what will that solve? Should the families of people k**led by drunk drivers be able to go after Ford, Jack Daniels the distributor, and the liquor store that sold it? That's ridiculous.
