From 1609 (Jamestown) till 1776 (Independence) these were British colonies. Is England therefore expected to cough up the lion's share?
US government culpability is technically 1789 (ratification of the Constitution) thru 1863 (Emancipation Proclamation), with legislative curtailments on s***ery throughout the early to mid 1800's until the institution was ultimately dismantled by force.

Where does that stop? Dirt poor coal towns whose people have been financially repressed for decades. B****s are not the only people as a group that has large populations repressed by group and work or social situations.

I can see funding programs that help pull economically depressed groups up.

Throwing money at a group of people like this would be a monumental waste of money, great ideals, but the money in 95% of the cases that get it would be pissed down the drain of bling and cars.

I can support the idea of trade schools and things that are direct and make a difference, but that is across the board, not just b****s.

What keeps poor b***k A******ns from being more financially successful is the same thing thst kerps poor w***e A******ns from being more successful financially. The reasons include personal capabilities (blame God), good family role models, lack of education/training, and, more than anything else, their choices/decisions.
