Because, Social Security was based on your paying now for someone else retiring.
Once the social Security law was passed, people who never paid into it were eligible for it.
Every one who paid social Security taxes, were not putting money away for their own retirement, they were paying for those who were retiring at that time.
The Social Security number in question was owned by an individual that did not get a social security number at birth, because, at the time of his birth, there wasn't a Social Security Law requiring it. because there wasn't any Social Security.
Apparently, at the end of his life, he had some needs that were covered by Social Security, but, to get the benefits he had to apply for the Social Security number which he did and he was issued a Social Security Number.
But, the number, once issued, was never used, by all accounts, the man died before he could use any of the Social Security benefits.
That's where the numbers come from. He was alive and living his life, long before Social Security was passed. Once passed, he lived a long life before filing for his Social Security number.
Your just looking at when social Security was passed, your not adding how old the man was, at the time of it's passing.
