Is diagnosing without an examination reason to lose a medical license?

Actually, anyone can go around spouting psycho-babble about anyone but when doing so, in the capacity of a licensed mental health provider, then you are subject to the supervision of the licensing board and any professional organization of which you are a member.
This all stems from what happened during the 1964 p**********l campaign when an article was published stating that some psychiatrists and/or psychologists had issued opinions about Barry Goldwater's mental state without a direct examination. It was unethical then, it is unethical now and I even objected to it when supposed mental health professionals issued opinions or speculations about Barack H. Obama's mental state.
