Actually if he certified he would be lying. Iran has refused access to U. N. Inspectors into ertain sensitive areas and that has been reported. That means that there are areas of the agreement that Iran's adherence to cannot be confirmed, therefore there is no way to certify.
This refusal to inspectors has been an ongoing problem going back to the signing of the agreement. According to law, the POTUS must certify to congress every 90 days or report that he cannot certify which gives congress 6 months to act.
Obama certified every 90 days even though the U. N. Inspectors were being denied. This means Obama is guilty of lying to congress on multiple counts.
