In Texas you have to contain your dogs and if they kill the neighbors livestock the neighbor can shoot the dog themselves. It's not uncommon in the country. An animal that kills livestock is almost certain to keep killing . They love the chase. And the taste of blood once they get it.
The other side is you are responsible for the cost of the animals that are killed. That can get expensive.
