You have a serious misunderstanding of the way money enters or doesn't enter the economy. Congress, not the Fed, puts money into the economy by spending. The only way that money can stay in the economy is by deficit spending, which implies that the Treasury, not the Fed, will auction treasuries (borrow) to make up the deficit. The private sector buys most of the treasuries.

Lately, the Fed has bought treasuries from the private sector in a successful attempt to reduce the yield and make commercial borrowing easier during a recession, a consummation devoutly to be wished.

Unfortunately, the Fed is not adding money to the economy. The purchase of a bond merely transfers the bond-owner's money from the equivalent of a savings account to a checking account. Only the liquidity is increased. The result is that, in looking for yield, the former bond-holder bids up commodities and other prices. Hence, the stock market rise.

World War II was financed by having the Fed buy bonds directly from the Treasury (printing money), now forbidden because it would cause prosperity, reduce unemployment, and make workers feel uppity, the worst outcome for Wall Street.
