Comey asked for more money to investigate the supposed crime of Russian collaboration. He did not ask for more money to investigate a documented publicly known crimes that involved national security and to trace the leaks of classified information to the press. The "unmasking of the identity" of American citizens caught up in intelligence gathering is a violation of the 4th amendment. Was information unmasked about members of congress and the Trump campaign and transition team compromised and shared illegally? This is the real and documented crime but had a low investigative priority set by Comey James Clapper and the fired ex-attorney general testified in front of congress that even after 6 months of investigation that there was no evidence of Russian influence in the presidential election.

The most damning evidence is that Hillary lost the election. She spent over a billion dollars of other peoples money to run her political campaign. She was destined to win the primary because of the "Super Delegates" that did not represent the electorate because they were appointed by the DNC after they donated tons of cash and/or held a powerful position. During the debates she was spoon fed the questions prior to the debates just in case it did not appear that she was given only "softball questions" With all this money they could pay prior "associates" from long past history to state that they had been "dishonored and insulted" to prove that the opponent was anti-gay, racist, sexist and hated babies,puppies, and kittens. The DNC voter registration did not strictly adhere to the voter registration rules so they could pick up many illegal voters for their favor. She claimed to be an "ordinary middle class" working woman with middle class values because her father was middle class and her opponent was a billionaire that became wealthy by taking advantage of low and middle class workers. The majority of women would vote for her just because she is a woman and her opponent was sexist. The minorities were locked up because she claimed that her opponent would threaten their government subsidies. The Hispanic community was also a lock because she favored open borders and her opponent would deport all immigrants and tear apart hard working Hispanic families. Just to be safe she has access to information obtained by government agencies spying on the opposition.

How can it be possible to lose the election? The answer is quite simple. It must be a powerful foreign country that skewed the election. China would be the first suspect but that did not fit well because the opponent wanted a more equitable trade agreement with China. By default it had to be the Russians. After all they paid big money to a consultant to say that it was "probably" the Russians that hacked the DNC computer rather than have US government experts look into the breach.

The government subsidies to low income and individuals with pre=existing condition should go directly to the individuals in the form of HSA's . The HSA can be used to pay the premiums and/or co pays. If you are in good health and have a healthy life style. You keep the remainder in the HSA and roll it forward to the next year and the value will accumulate until you really need it later in the future. Now the difference in subsides are given directly to the insurer.

A simple explanation of the difference from the present and this proposal can be demonstrated by using a food allowances program. If you are given a food subsidy in the form of a "credit" to pay for food and if you do completely spend the entire allotment and there is a surplus, then remainder is carried forward to be used in the future. This will motivate the consumer to make frugal decisions about food choices and not blow it all on expensive food items. Using an analogy to our healthcare system. You go to the store and buy as much as you want and the government pays a large percentage of your costs. This does not motivate the consumer to make the best choices because the small difference is picked up by the government. The food providers are not motivated to reduce cost but can raise prices because there is no competition because this is not is there a free market.

The HSA program for healthcare has several advantages because :

It give the consumers choices to choose the health plan the best suits their healthcare situation. If the insured person is in good health and has accumulated a sizable credit in their HSA, they may decide to buy a plan at a lower premium with a higher deductible.

This motivates the population to make healthy life style choices such as not smoking, not drinking alcohol, exercising, and making good nutrition choice of what they eat.

This discourages patients from overusing the medical system like going to the ER for a flu, cold ,headache or a sprain. So medical resources can be utilized in a more efficient manner.

It increases the competition within the healthcare providers. Would you choose a physician that charges $50 for an office visit or would you choose a physician that charges $100 for an office visit if you are paying out of your HSA allotment? Would you choose a hospital that charges $250 per day or a hospital that charges $200 per day? Now we have no choice because the choice of physicians and hospitals is mandated by the insurance providers. So there is no competition for your healthcare dollars thus the clinic or physician has no incentive to lower costs.

It would reduce the administrative cost burden of healthcare providers by reducing the burden of submitting insurance claims for relatively small claims.
This would also reduce the administrative burden of financial collections of co pays for the physician, hospital, or clinic.

A sliding scale of HSA allotments can be adjusted for age, those patients that have pre-existing conditions, or chronic diseases.

Another benefit of a the individual HSA’s is the regulatory agencies have a more realistic and more predictable assessments of budgetary expenditures.

The problem with online shopping is the a photo is not the same as seeing the real item. It is difficult to judge size and exact color from just a photograph.
