(CNN)It appears the Iran nuclear deal doesn't mark a new era of improved relations between Tehran and Washington.

Iran's supreme leader, the Ayatollah Ali Khamenei, said the Islamic Republic "did not and will not hold talks with (the United States) on issues other than nuclear negotiations," Iran's Press TV reported.

"We agreed to hold talks with America only on the nuclear issue and for particular reasons, and thank God, our negotiators did a good job," he said.

After months of talks, Iran and six world powers including the United States reached a broad agreement in July in which Iran agreed to curbs on its nuclear program, including invasive inspections, in exchange for a repeal of crippling sanctions. Congress will vote on the the Iran deal no later than September 17.

Any other cooperation between the United States and Iran is not going to happen, in Khamenei's view.

"I have not authorized negotiations and (we) will not hold talks with them," he said, warning against taking any comfort from Washington's role in lifting the sanctions.

"Some people insist on disguising this Great Satan as the savior angel," Khamenei said. "(However,) the Iranian nation expelled this Satan (from the country); we must not allow that when we expelled it through the door, it could return and gain influence (again) through the window."

Former Iranian leader Ayatollah Ruhollah Khomeini often referred to the United States as the "Great Satan."

The 2016 US election and the scapegoating of immigrants

New Jersey Governor and Republican presidential hopeful Chris Christie proposed over the weekend that Washington institute a system of control over foreigners entering the country akin to the methods used by the express shipping company Fedex to track its packages. This Orwellian scheme, evoking the branding and police-state hounding of everyone visiting the US, is one more contribution to a 2016 US presidential debate that expresses complete contempt for democratic rights and a seething hatred within ruling circles for workers of every nationality.

Christie’s appeal to anti-immigrant chauvinism and xenophobia came in the same week that his rival for the Republican presidential nomination, Wisconsin Governor Scott Walker, raised the need for not only sealing off the US southern border with Mexico, but constructing a wall along the 5,525-mile-long border with Canada to the north.

Meanwhile, a phony furor has been whipped up over the use by both Democratic presidential front-runner Hillary Clinton and Jeb Bush, a candidate for the Republican nomination, of the word “boxcar” in referring to proposals for the mass deportation of over 11 million undocumented immigrants who live and work in the US. Clinton’s press aide was compelled to issue a statement affirming that she did not intend any allusion to the trains the Nazis used to send Jews to Auschwitz and other death camps.

This strained disavowal only draws attention to the fact that campaign stump speeches in the US in 2015 are echoing the rhetoric of 1930s-style fascism.

Donald Trump, the bloated, bullying billionaire and current Republican front-runner, has set the tone for this rabid scapegoating of immigrant workers. Slandering immigrants, who do the most grinding and ill-paid work, from the agricultural fields to the slaughterhouses, as “rapists” and “murderers,” Trump has demanded that they be rounded up and deported en masse.

He also advocates the building of a wall along the US-Mexican border—paid for by seizing the remittances sent by immigrants working in the US to support their families—and the revocation of citizenship for immigrants’ children born on US soil.

This last measure has either been endorsed or sidestepped by virtually the entire Republican pack. Jeb Bush, who has attacked Trump’s plan based on its cost rather than its gross inhumanity, vowed that his own plan would effectively seal the border “so that you don’t have these, you know, ‘anchor babies’, as they’re described, coming into the country.”

With all of the arrogance, raw prejudice and stupidity that he brings to every subject, Trump has described the citizenship of these children as “illegal.”

In reality, citizenship rights for everyone born in the US, no matter what the status of their parents, has stood as a foundation of American bourgeois democracy for nearly a century and a half. Enshrined in the 14th Amendment, this right was a product of the Civil War and the overturning of the Supreme Court’s hated Dred Scott decision of 1857, which found that African-Americans were “so far inferior that they had no rights which the white man was bound to respect.”

The first sentence of the first section of this article of the US Constitution, establishing the bedrock for the assertion of equal rights, reads: “ All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.”

The determination of citizenship based on “soil,” or place of birth, rather than “blood,” or the nationality of one’s parents, was rooted in the principles of the American and French Revolutions and was what distinguished the US from Europe’s old monarchies and empires.

Attempts by the Democratic presidential candidates to exploit the Republicans’ anti-immigrant tirade for their own electoral purposes are as hollow as they are hypocritical.

In her speech last week to the Democratic National Committee, Hillary Clinton denounced the Republicans for saying “hateful things about immigrants and their babies,” while her contender for the presidential nomination, former Maryland Governor Martin O’Malley, insisted that the symbol of the US must be “the Statue of Liberty, not a barbed wire fence.”

In the real world, however, both support the current Democratic administration, which has driven deportations to record levels, expelling close to 3 million undocumented immigrants since Obama came to office promising immigration reform within 100 days. This deportation rate is nine times higher than 20 years ago.

Over the course of the past month, the administration has sent its lawyers into federal court to defend an illegal and inhuman system of jailing behind barbed wire fences thousands of children and their mothers who fled to the US to escape rampant violence in Central America.

The White House and Department of Homeland Security want to maintain this system, which reproduces the methods of Guantanamo and is described by some who worked in it as tantamount to torture. It is a means of deterring others from attempting to flee the horrific conditions created by decades of US-backed dictatorships, dirty wars and military coups, and of denying those who reach the US border their right to asylum.

The rhetoric of the Republicans and the deeds of the Democratic administration are of a piece with the attempts by governments across the Atlantic to erect a “Fortress Europe” to repel by force the hundreds of thousands of defenseless refugees fleeing for their lives from the devastation and bloodshed wrought by the succession of US-led wars of aggression in Afghanistan, Iraq, Libya and Syria. On both continents, the mistreatment and witch-hunting of immigrants is one of the rawest and most tragic expressions of the incompatibility of world economy with the outmoded and reactionary capitalist nation-state system.

Capitalism can provide no answer to the reality of mass global migration outside of violent repression, detention camps and mass deportations. The big-business politicians and media attempt to generate support for these odious methods by scapegoating immigrants for the loss of jobs, wages and vital social services that are produced by the crisis of the profit system.

These claims, made by candidates ranging from Trump to the Democratic “socialist” Bernie Sanders, are deserving only of contempt. There are resources to provide for all—native born and immigrant alike—but they are monopolized by a financial oligarchy that has enriched itself off of the destruction of the living standards of working people.

The defense of the democratic right of immigration and opposition to the police-state measures advocated by Trump and employed by Obama is a vital task of the working class as a whole, which is the ultimate target of the methods being honed in the crusade against immigrant workers.

In its crusade to protect and assist illegal immigrants, the Obama administration has accused an American company of discrimination for requiring employees to furnish proof that they are eligible to work legally in the United States.

You know the nation is in trouble when a U.S. business gets investigated by its own government for following the law. The case involves a Nebraska meat packing company that demanded workers to furnish proof of immigration status for the federal employment eligibility verification process. The Obama Department of Justice (DOJ) went after the company, accusing it of engaging in employment discrimination.

In particular the DOJ’s Office of Special Counsel for Immigration-Related Unfair Employment Practices objected to non-U.S. citizens being “targeted” because of their citizenship status. “The department’s investigation found that the company required non-U.S. citizens, but not similarly-situated U.S. citizens, to present specific documentary proof of their immigration status to verify their employment eligibility,” the DOJ claims. This could constitute a violation of the Immigration and Nationality Act (INA), the feds assert, because its anti-discrimination provision prohibits employers from making documentary demands based on citizenship or national origin when verifying an employee’s authorization to work.

With the feds breathing down its neck the business, Nebraska Beef Ltd, agreed to pay Uncle Sam a $200,000 civil penalty and establish an uncapped back pay fund to compensate individuals who lost wages because they couldn’t prove they are in the county legally. Additionally, the business will undergo “compliance monitoring,” which means big brother will be watching very closely. The head of the DOJ’s civil rights division explains that the agency is on a mission to eliminate “unnecessary and discriminatory barriers to employment” so workers can support their families and contribute to the U.S. economy.

This case is part of a broader effort by the Obama administration to helps illegal aliens in the U.S. Besides shielding tens of millions from deportation via an executive amnesty order, the president has also expanded the DOJ to help carry out part of this mission. It’s why the agency’s civil rights division has grown immensely under Obama. A few years ago Judicial Watch reported that the DOJ’s civil rights division launched a secret group to monitor laws passed by states and local municipalities to control illegal immigration. Because the measures are viewed as discriminatory and anti-immigrant by the administration, the DOJ has spent huge sums of taxpayer dollars to track them and legally challenge them as it did in Arizona.

The federal tentacles have reached deeply into the workplace. A few years ago the DOJ civil rights division, under the leadership of renowned illegal alien advocate Thomas Perez, launched a plan to eliminate tests that supposedly discriminate against minorities in the workplace. The administration defines them as having a “disparate impact,” a racial discrimination created by the various written exams. The tests disproportionately screen out people of a particular race, even though they “present the appearance of objective, merit-based selection,” according to the Obama DOJ.

Last year a federal audit disclosed that the Obama administration was letting businesses that hire undocumented workers off the hook by drastically reducing fines and enforcement. During a three-year period the administration slashed by 40% the amount of fines collected from employers caught with illegal immigrants on their payroll, according to the probe which was conducted by the Department of Homeland Security (DHS) Inspector General. This inconsistent implementation hinders the government’s mission to prevent or deter employers from violating immigration laws, the DHS watchdog wrote in its report. Now the DOJ is taking it a step further by going after employers that try to ensure their workers are in the U.S. legally.

This is surprising: 51%–more than half–of America’s immigrant households receive some kind of welfare from the government.

And a whopping 76% immigrant households with kids are receiving government dollars as well.

The welfare they’re receiving includes Medicaid, food stamps, free or subsidized school lunches, and housing assistance.

For comparison, 30% of those who were born in America receive welfare–not a small number, but substantially lower by comparison.

The findings come as immigration–especially illegal immigration–has exploded as an issue in the Republican primaries, largely fueled by Donald Trump’s controversial comments on border security and Mexican immigrants earlier in the summer.

Many Republican presidential candidates have called for a massive overhaul of America’s immigration laws, going as far as to end birthright citizenship for illegal immigrants, by using a more nuanced reading of the 14th Amendment.

Steven Camarota, the author of the report, said part of the problem is that our immigration system is not nearly as “selective” as it needs to be–meaning we’re turning away educated aspiring immigrants from some countries, while turning a blind eye to the wave of uneducated laborers pouring across the border.

“This should not be understood as some kind of defect or moral failing on the part of immigrants,” Camarota said about his report.

“Rather, what it represents is a system that allows a lot of less-educated immigrants to settle in the country, who then earn modest wages and are eligible for a very generous welfare system.”

New jobs report spells more bad news for American workers; 260k Americans exit the labor force


The Bureau of Labor Statistics released its monthly jobs report this morning in advance of Labor Day weekend, and BLS reports that nonfarm employment increased modestly by 173,000 in the month of August. The number looks good, but it represents a 30% decrease in new jobs from the previous two months.

While the overall narrow (U-3) unemployment rate decreased from 5.2% to 5.1%, the number of Americans who left the labor force increased by 261,000, helping to account for the drop in the overall rate.

These numbers are consistent with recent analysis by the Center for Immigration Studies that looked at employment for the second quarter of 2015. CIS found that 17 million Americans want a full-time job, but can't find one. The report also found that Black and Hispanic native-born workers have broad (U-6) unemployment rates 75% and 50% worse, respectively, than native-born workers as a whole. The U-6 rate not only counts individuals who are unemployed and looking for work, but also counts those who have recently given up their job search or have settled for part-time work for economic reasons.

The CIS report also found that foreign-born workers with a high school degree or less are more likely to have a job than their native-born counterparts. Nearly 1 in 4 native-born workers between the ages of 18-29 can't find a full-time job, where the rate for foreign-b orn workers of the same age is 20% less. For all native-born workers over the age of 18 with less than a high school degree, they face a U-6 unemployment rate almost 60% higher than that of their foreign-born counterparts!

This Labor Day weekend, the nation will celebrate the contributions that workers have made for our country. But, at the same time, we should also examine how immigration policies set by Congress -- and in some cases, set unilaterally and against the will of Congress by the Obama Administration -- affect American workers.

The data are clear. Employment prospects for young people, low-skilled workers, and African-Americans continue to be dismal. When the unemployment rate in a population is over 8 percent, as it is for all three groups, you don't have a shortage of labor -- you have a surplus. It is clear that illegal immigration, and low-skilled immigration generally, has a devastating effect on the jobs and wage s of low-skilled Americans, particularly low-skilled African-Americans and young Americans.

IMMIGRANT HOUSEHOLDS USE MORE WELFARE

While high levels of low-skilled immigration takes its toll on American workers, a new study from the Center for Immigration Studies has found that it also impacts the number of immigrant households that utilize welfare. The report found that 51% of immigrant-headed households use at least one welfare program compared to only 30% for native-born households. You can read more about the report here.

The study has come under some fire from open-borders groups (which could indicate their concern for its impact on public opinion) for its methodology. They claim that the study compares households instead of individuals and that it fails to compare welfare usage across skill levels. But the report's author, Dr. Steve Camarota, noted in a separate blog that the purpose of the study is to highlight the fact that current immigration policy results in more low-skilled immigrants who are more likely to use welfare.

"As we make clear in our report, the main reason that immigrants use more welfare than natives is simply that immigrants tend to be less educated and subsequently poorer than natives," Camarota wrote. "Welfare use is not a moral failing on the part of low-ski lled immigrants any more than it is for low-skilled natives. Our point is that as long as we continue to take in so many low-skilled immigrants (legal or illegal), immigrant welfare use will remain high."

Republican presidential candidate Donald Trump's call for mass deportation of millions of immigrants living in the U.S. illegally, as well as their American-born children, bears similarities to a large-scale removal that many Mexican-American families faced 85 years ago.

During the Great Depression, counties and cities in the American Southwest and Midwest forced Mexican immigrants and their families to leave the U.S. over concerns they were taking jobs away from whites despite their legal right to stay.

The result: Around 500,000 to 1 million Mexican immigrants and Mexican Americans were pushed out of the country during the 1930s repatriation, as the removal is sometimes called.

During that time, immigrants were rounded up and sent to Mexico, sometimes in public places and often without formal proceedings. Others, scared under the threat of violence, left voluntarily.

About 60 percent of those who left were American citizens, according to various studies on the 1930s repatriation. Later testimonies show families lost most of their possessions and some family members died trying to return. Neighborhoods in cities such as Houston, San Antonio and Los Angeles became empty.

The impact of the experience on Latinos remains evident today, experts and advocates say.

"It set the tone for later deportations," said Francisco Balderrama, a Chicano studies professor at California State University, Los Angeles.

Two weeks ago, Trump said that, if elected president, he would expand deportations and end "birthright citizenship" for children born to immigrants who are here illegally. Under his plan, American-born children of immigrants also would be deported with their parents, and Mexico would be asked to help build a wall along the U.S.-Mexico border.

"They're illegal," Trump said of U.S.-born children of people living in the country illegally. "You either have a country or not."

Amid his comments on immigration, polls show negative impressions of Trump among Latinos. A Gallup poll released Aug. 24 found that Hispanics were more likely to give Trump unfavorable ratings than favorable ones by 51 percentage points.

Ramos, an anchor for Univision, was escorted out by a Trump aide after Ramos, who had criticized Trump previously, tried to question Trump about his immigration plan. Trump interrupted Ramos, saying he hadn't been called on, and ultimately told Ramos, "Go back to Univision."

Ramos was saying, "You cannot deport 11 million people," as he was escorted away. He was later allowed to return.

Trump has provided few details on how his proposed deportation effort would be carried out. The conservative-leaning American Action Forum concluded in a report it would cost between $400 billion to $600 billion and take 20 years to remove an estimated 11.2 million immigrants living in the country illegally.

The large-scale deportation he envisions would be impractical to enact, due to the extent to which Mexican immigrants have integrated into U.S. society, said Columbia University history professor Mae Ngai.

U.S.-born children of immigrants have been automatically considered American citizens since the adoption of the Constitution's 14th Amendment in 1868. A Supreme Court ruling in 1898 halted previous attempts to limit the birthright of Chinese-American citizens after the passage of the Chinese Exclusion Act.

The ruling upheld the clause for all U.S.-born children, Ngai said, and there have been no successful challenges to the clause since.

In the 1930s, Balderrama said, officials skirted the issue of birthright citizenship by saying they did not want to break up families.

The ballad "Volver, Volver," sung by Mexican ranchera performer Vicente "Chente" Fernandez, speaks of someone vowing to return to a lover despite all obstacles.

"They're about families being apart," Soto said. "The lyrics are all indirectly linked to this past."
