It does include NY - the Legislature passed that law a few years ago. But IMHO I'm not sorry about it. Used to be you'd see all kinds of "No license, no insurance" MVA accidents and arrests or tickets.
Not nearly as many now. Probably saved some lives.

Ready player, I don't know how Schumer's abdication of his responsibilities can be addressed. There aught to be a way to replace him, and pronto. There was a news brief this morning about pamphlets being distributed in Mexico instructing the caravans on how to illegally invade our border and instantly seek fake motor-voter IDs to register to vote for Biden this November.
We need to mandate signature comparison for all in person and mail-in ballots. Anyone who protests can always fill out a Provisional Ballot and then submit it to the Election Committee for verification.
According to Judicial Watch's Newsletter "Verdict April 2024" edition, their challenging state ineligible voters rolls to be cleaned up via the National Voters Registration Act has achieved great success, over 1.207 million ineligible names scrapped in Los Angeles alone plus many other states. But it is not enough with the new onslaught of 11 million new illegal aliens over these past 3 years under Biden's watch.
New legislation has been passed this 2023 mandating only one day elections for all 50 states including mail-in ballots.
Everybody that can volunteer as a "watcher" at the polls must come forth. We are dealing with a den of thieves that have no scruples.

There is a solution to this. Demand the US Department of Transportation end this Motor-Voter registration in all States. It is too vulnerable to corruption.
