As a single mother with two small children, working without aid for child care would have been counter productive. My mother raised 4 children, took care of numerous relatives with only a high school education and God's help. One niece took early childhood classes to work in daycare and school kinder garden. Another niece got a college education, taught public school for a year or two and did home schooling for a couple of tweens whose mom and dad traveled out of the country and took their children with them. Both nieces are no longer in education and mom is with God. You want to talk necessary skills, then it should be a requirement that ALL high school students take child care classes and observe or participate in day care for a set period of time, all high school students take practical math and house hold skills classes such as how to make a budget, figure interest rates, take a food safety class, be taught how to take care of and repair clothing, be taught how to plan a balanced meal, prepare menus, and clean, yes I said clean, properly both themselves and property. I will go even more away from this post's core intention and state that in addition, after graduation from high school, both girls and boys should be required to enter the military for two years. And if they go to college and have a deferred military then they still have to serve two years. Maybe by completing the prior mentioned tasks, these self/same pseudo adults will learn to respect others, be able to take care of themselves and their homes and practice courtesy with both their actions and words. I'm seeing too many entitled, rude, crude, people in public who have no respect for themselves, their companions, and other people with whom they interact--they are mostly under 30; however, the number of pseudo adults between 30 and 35 that I see appears to have increased from a decade ago.

Even though I have a college degree, I think the training stated to currently (or previously as the case may be) work in Daycare is far superior than any college degree... In fact, I think that even those with a college degree should be required to take the training... Proper training instead of higher education... Experience over education...

Their case is on behalf of Ilumi Sanchez, a day-care provider who has taken care of dozens of children since 1995.

The new rule is devastating for her, because “between the time she spends watching nine kids during the day and taking care of her family in the evening, earning an unnecessary college diploma is a non-starter.”

“That is only compounded by her limited English skills and the five-figure cost of tuition. Once the regulation takes effect, Ilumi’s only choice will be to either shut down or move elsewhere and leave behind the families that have grown to see her as a part of their family,” the institute said.

The lawsuit argues that the rule goes beyond the constitutional authority of the government.

“You don’t need to know how to integrate a function or write in iambic pentameter in order to take care of a newborn or toddler,” explained Renée Flaherty, an IJ lawyer.

“Day-care providers already go through a battery of training covering real-world needs like first aid and early development enrichment. Requiring them to spend two to four years studying subjects like English literature, math, or public speaking will only serve to drive them out of business, drive up day care costs, and make finding a daycare in the district even more impossible than it already is.”

The evidence isn’t on the side of regulators, IJ said.

“In 2015, the National Academies of Science released a comprehensive report on early childhood education, which found that there is no conclusive evidence demonstrating that a college degree would have beneficial effects on early childhood development,” the group said.

“The OSSE’s arbitrary rule, which was passed without input or oversight by the city council, comes at a time when D.C.’s childcare marketplace is already strained beyond the breaking point. district parents pay more for childcare than in any other state – an average of $23,089 per year for an infant. Waitlists for a spot at a day care center can run over a year. It is not uncommon for parents who get on a waitlist as soon as they are pregnant to find themselves without a spot once their child is born nine months later. In 2015, licensed day care providers had roughly 7,610 slots for the 22,000 children under age three in D.C.

“Taking care of kids takes more specialized and personal traits – experience like caring and patience, not reading and writing,” said Sanchez, in a statement released by IJ. “They don’t teach those skills in college. You learn those by doing them – and I’ve been doing them for nearly 25 years.”

“As people across the political spectrum recognize the enormous burdens created by unnecessary occupational licenses, D.C. officials have chosen to make the problem worse by demanding an empty credential in order to care for a two-year-old,” said Robert McNamara, a senior attorney at the Institute for Justice. “D.C.’s regulation is only the latest example of how arbitrary and unjustified occupational regulations serve to lock people out of making a living doing jobs they know and love. Ilumi and hundreds of other day care providers have a constitutional right to earn an honest living.”

The case, in U.S. District Court in Washington, seeks a ruling that the new requirement is unconstitutional, violating the D.C. Home Rule Act.

Babysitting and daycare are not the same thing. A daycare business needs to be licensed and conform to state regulations that state the number of kids allowed for the space and number of staff, and care and protection. Early childhood education training should be required to run a daycare. Taking one class at night to earn an AA degree is not that hard.

An experience can be an education...depending on what one gets out of it, just as education, which is also training and the process of receiving or giving systematic instruction.

No, it was the obstruction from the GOP that made it move at a snail's pace, they succeeded in their endeavors, good job. Showing the upswing under Obama is proven, which is why he was also re-elected, though the GOP in all their efforts tried to make him their so-called"lame duck president" have you forgotten those words and intentions.

I can tell you that my BA Degree helped me zero in getting a job... After college, I took a 6 month course in computer programming, and was able to get a job even before I graduated... College Degrees were never intended for 90% of the people to obtain and get ahead... Technical schools, apprenticeships, and even menial jobs are the means for advancement by the 90%...
