There is no thesis. It is brute fact grocery store software will not permit the use of program chits to buy a very long list of items. Even if there were a hack, the grocery store would not be able to redeem the vouchers. Food aid recipients do not buy luxury goods with their assistance vouchers because they can't.

That's strange or I'm missing your point.. I've stood behind many a food stamps recipient buying steaks, fresh fish and lots of goodies one would consider extraordinary since paying with their Ebt card... Or are you talking about luxury goods meaning clothes, furniture etc??. That would be right, they just have to get whatever their cash allowance is by requesting cash back to then buy it..

So those in need and desperate in our society--such as poor children, the disabled, and elderly (not just "welfare queens" and "young bucks")--are mean-spirited goat-owners? We should leave them to their misery because somehow they deserve it or a new dress is more important than someone, our neighbor, going cold and hungry? And the millions who through no fault of their own were ruined by the greed of Banks and Wall Street in 2008 should not be given aid by their government, through taxes, for its misfeasance? Being compassionate and taking care of the less fortunate of our fellow citizens is a horror of redistribution? Paying taxes to build and maintain a park in our neighborhood is worthwhile but feeding the hungry in our nation is not?

Lindajoy, as you stated, they only get cash back if they receive cash assistance. In my state for single mother with one child was $352/M, and just under $200 for food. The only food I could not buy was deli "dinner" type food. I could buy anything else in the deli, just not pre-made "hot" dinner food. Kind of a damper for those living on the street in a car with kids to feed. No TP either, which should be allowed, inho. Everybody needs to wipe!

I lived this (not in a car but on that evil welfare "handout") for just under two years beginning in 1996. Last I noticed about ten years later, cash assistance had not increased. I doubt food assistance has changed much either. Nor do I recall ever buying "steak", unless it was round "steak". My high dollar item was real butter and still is with my $16/M in SNAP today. And CocaCola, gotta have my "coffee" every morning!

The only program I am aware of with restrictions on specific foods as well as "brand" is WIC. At one time you could get Albacore Tuna on WIC, but not any more. It is higher in Mercury too, I have read somewhere.

As my daughter was aging out of WIC, I noticed stores were using permanent marker through the UPC at checkout. I asked them why and was told because people were returning these items GIVEN through WIC for cash back. I was dumbfounded. They now mark the food given to food banks for the same reason.

These people really are no different than the rich that pilfer through "pay to play" and the like. They just reside in different social classes of our society and their payoff is much much higher, obviously.

I am patiently awaiting for the final tab on all Obama and his ilk pilfered through "so-called" mis-management of funds. HUD and another department that I can't recall has been exposed, to date. Barely 100 days into the OUR President Trump's presidency. I'm impressed, I'm very impressed!!!

After thought: Some of these people may be stocking a kitchen for a group home of some sort. You don't always have to eat steak as "steak". You can cut up one steak, such as round steak, into a dish that will feed many.
