Search your memory, how many officers have you known will automatically manhandle someone who is unarmed or not making trouble? It has been my observation that officers do not enjoy touching civilians... well, except in my town where you are as likely to see an officer hug someone than not..... But, in cities.... police would much rather keep their distance and for good reason, when you are manhandling someone, your tools (gun, taiser, or flashlight) are not accessible. And that my friend, can get people killed.
