As to who says how much of the money one earns do they get to keep:
It all has to do with how much they earn. Some earn a lot & get to keep a lot. So much that what they have left over they invest to earn more.
For the last 30 years or so the average persons wages have not kept up with inflation.
The average person has no extra money to invest. Even money in savings accounts don't earn enough to keep up with inflation.
There is a lot pf wealth out there but it don't move very far from the top.
There is no longer money much moving in & out of the hands.
What money moves is mostly in an up ward way.
So then those that have get to keep most of what the earn. & those that are left just don't have enough left over to keep any thing.

You did respond, though your response is very convoluted. I will, however, respond to your comments.
1.It IS the government's fault. If we elected and insisted on honest politicians, no one but tax dollars would be paying them. Whose fault is it that they agree to be "bought"? THEIRS, no one else's. All they have to do is say "NO".
2. If an employer thinks I am worthy of being paid 20 dollars an hour, then that is what I am entitled to. If I am entitled to it, NO ONE, including government is entitled to take FREE some of my earned money whether or not I want to give it to him.......that is called theft when I do it.....what makes it O.K. when government wants to do it? Government is belittling my work, my ambition, my goals in life, my livlihood, my capabilities - and YOU think that is O.K.?!?!?!?!?!?!?!?!?!?!
3. I, an American, am entitled to a life of liberty, and that includes my earnings, my land, my assets. Stripping me of any aspect of that life is unconstitutional and wrong. Even the government thinks it is wrong, even illegal. It arrests and convicts regular citizens who steal from me, but it feels it has the liberty to steal at will and at the point of a gun. Does nothing about this hit home????
4. I have no wealth, but I do share what I have. I could help MORE people than I already do if government allowed me to keep my earnings, but it has more important things to do with my money, like fund middle east terrorists.
5. There will never be a time when when EVERYONE is above the poverty line. Bear in mind that many, probably MOST poor people are poor because of poor judgement, poor decisions. Those are NOT my problems to solve. I can TRY to solve their problems for them, but I cannot force it. I have dealt with too many people who, no matter how far they go, no matter how much they earn, will wind up dirt poor - and that is not society's problem to solve. That is a self-induced poverty, and there is more of that around than I think you realize. Illegal drugs and booze aare a big part of it. It's hard to remain financially healthy when your drug habit costs you $1500.00 a day or when your drunkenness loses you everything you ever had. Mansions are great.......until you have wasted all you ever had.
6. Taking people's earnings and assets away from them destroys incentiveness, and that is the last thing America needs to lose. Why work extra hard when you KNOW government is going to steal a good portion of it? If people have no incentive to help themselves, all the help in the world is not going to change that.........our welfare state has produced a humongous gaggle of people who are no more fit to handle money than a gaggle of geese. Give a dead broke man $10.00 and he will spend it first on booze or drugs.......if there is any left over, he MAY eat some decent food.
