Yes it is. And they are supposed to be fined when they do.
The problem is that the fines aren’t large enough, and the corporations just pay them.
Trump talks about this at his rallies. It’s one of the things he wants to change….”make the fines large enough to not be worth it” is how he puts it.
Then the corporations will be forced to pay higher wages, and the jobs will be “worth it” to where Americans can actually make a living.
