Some legislation might be making it easier to the their side to win.
I think there have been a few cases recently of gerrymandered maps being thrown out by the courts. But most States allow it.
If a State makes it harder for the minority parties candidates to get elected that is rigging.
Along with the gerrymandering if you create long lines by limiting voting locations in the enemy’s districts you are rigging the vote.
Making it difficult or impossible for the enemy to even vote is happening.
And there are rumours of some State Legislatures wanting to decide who the winner will be.

Why not use specific fact/data? Exactly how does a state make it 'harder' for minority party candidates?
