I see where you're coming from. Whether I am in agreement or not is irrelevant. Here's a simple analogy:
Your basement is flooding. The water is rushing in through several holes in the wall on one side. Do you:
A/ Start bailing the water out and hope the flood subsides.
B/ Block up the holes to stop the flow then drain the water left in the basement.
Or...
C/ Do nothing and hope for the best.
I think option B is the right approach. Until the flow is arrested (pun intended), there's no real point in trying to remove the unwanted water in the basement, because it will just be replaced by more water. Same for illegal immigrants. Play 'whackamole' by continuously deporting those who break our laws and leave the border open or close the border then get the interlopers out. Which would you prefer?
