Yes, by unreasonable and unrealistic regulations, causing plants that were already doing a good job of cleaning up to shut down. There is not much of a backstop in place. Pollution that took decades to create cannot be cleaned up in months, no matter how much some overpaid, underbrained bureaucratic big frog in a small puddle fumes and pontificates.
