Do you think the German embassy would run those ads without the approval of Germany's leaders?
It doesn't matter what caused the ads to be run, Germany ran the ads. Germany knew the Lusitania would be carrying weapons to Britain.
Those in our government who put the weapons on the ship knew that the passengers would die.
