You are wrong on several accounts. Step one have you checked out the tax levels? They are corrupt, due to the fact that that only certain amounts are taxed and not all income is taxed. Step two the other Corrupt thing you are not talking about is the National Government under Democrats and Republicans have systematically stripped assets and or otherwise have systematically artificially cheaply given lower interest rates than the fund should receive to cover up the systematic theft of funds from the fund.
