S***es were property, and as such, were categorized in their owners account ledgers. I would guess that the number of s***es was probably better tracked than citizens.

When I left the Navy, I received unemployment and that is the last time I received unemployment....I'm not retired....I have health insurance through my employer....I have answered your question.
