I've given money to the homeless, often when I am caught in traffic, and during such circumstances when I could stop my car long enough. I think the problem with giving food and drink is the possibility that they might have allergies to ingested things, a small probability that can be deadly. Like most everyone else, I suspect that many of them brought their problems upon themselves, and probably will continue to do so. But these influences take many, many years to have an impact, and scientists from various countries are on the ball on these; governments, especially the U.S., provide funds and dedicated experts. But there are more urgent problems facing the world and its population which should be given priority: poverty, disease, armed conflicts, economic growth, etc. First things first, please. Resources are scarce, capable of alternative uses (Eco. 101).
