I read an artical MANY years ago stating that goverment agencys if they have not spent all their money they get during the year donate or develope smaller off branches of same company to give the money to. To get the same amount of money allotted to them each year or more this is why we have such a Big goverment many of its branches are really not necessary they will donate money to someone to study (The life of an ant) 10's of thousands of our money goes for garbage like this so these agency's can get more money
