In fairness to Bush when he took office with a budget surplus, reducing taxes with the surplus might be a valid thing to do with the excess, but the fiscally conservative thing to do would be to apply it to the debt to start decreasing it.
If we want to get serious about the debt and budget deficits, we need to reverse the failed GOP model of cutting taxes and going after social security and medicare...which would mean going after more than a trillion dollars a year in tax cut repeals going back to where they were when Bush cut taxes, close special interest giveaways, and aggressively fund IRS oversight on fraud and tax c***ters.
I read the constitution as spelling out how congress has the power to raise taxes to address the deficit and debt, those who can't (or won't?) read the language spelled out in the constitution in terms of the debt ceiling have nothing worth hearing.

If we wanted to get truly serious about the national debt issue, we'd go to the root of the problem, which is our debt-based monetary-system controlled by the Federal Reserve. It's delusional to think this usurious debt will ever be paid-down, as it isn't meant to be. Only the interest gets paid, as the principle continues to grow, which is by design. This alone is anti-constitutional. It goes on because Congress has abrogated it's constitutional authority to create and regulate our money supply (Art 1, Sec 8)...the federal income tax was instituted specifically to coerce taxpayers to pay the interest due to the banks on the federal debt. If the money-supply had been created by the government rather than borrowed from banks that created it, the income tax would have been unnecessary. The way out of this mess, which the colonists, Abe Lincoln, and other national leaders understood, is that the government can take the money-issuing power back from the banks.
