Today, Congress spends FICA revenue like regular income tax revenue. There is no "locked box" or any investment. This extra cash flow averts the day of reckoning to our $17.7 trillion dollar national debt. The Pay-go system is a failure and needs to be reformed. First, we pass the Balanced Budget Amendment with a 2/3rd majority v**e requirement to raise income and FICA taxes, then we will see immigration reform.

One way to avert this entire mess would be to either lease public lands to industry or enact a New Homestead Act to pay down the national debt.

Obama won't even lease this land to create jobs and a wider tax base and greater tax revenue to pay down our $17 trillion debt. Instead, he prints $10 trillion in funny money to devalue the dollar's buying power to 40 Cents! That's coming in January.
