There are too many "imponderables" in this particular issue. Why do you think that the homosexual activity out of public is "victimless"?
Theoretically, it should be... No one else is involved, directly. How can there be victims?
But if homosexuals were indeed behaving in such a manner, why is it public knowledge?
How many homosexuals are really out there? Are all people engaging in homosexual acts homosexuals in that they are attracted to it, if all things were equal? There is a huge problem of are there so many that they can find each other every where? Or do they prey upon the simple, the friendless, the greedy, the criminal?
