First part trigger happy cop.
Duty protect the building and those who are within.
Force apparently needed.
People within are unliked by some. Why come through the window? One reason to open the doors to allow others in. Causing more danger to those within.

Person a criminal started to give trouble while being put in vehicle.
Resistance given had to be put under control as per policy.
