Pentagon confirms ‘complete withdrawal’ of Russian troops

Russian soldiers have “completely” vacated areas around the Ukrainian capital, Kiev and another city nearby, the Pentagon has said, following a pledge from the Kremlin to “drastically” reduce military activity in the region as negotiators attempt to bring an end to the fighting.

The Pentagon has observed a full withdrawal from the formerly besieged areas, a senior military official told reporters on Wednesday during a background briefing.

“We would assess that Russian forces near Kiev and Chernigov have completed their withdrawal from the area to re-consolidate and refit in Belarus and in Russia,” they said, adding, “We are not showing Russian forces in or around Kiev or to the north [of] Kiev, and we’re not showing Russian forces in or around Chernigov.”

The statement comes after Russia declared plans to significantly pull back its forces in the two cities late last month, saying it would be a show of good faith as peace talks brokered by Turkey inch forward. Days prior, the Russian military noted that it had achieved its main goals in the area and would shift the focus to the “liberation” of the Donbass regions in the east, which declared secession from the government in Kiev in 2014 and have since been recognized as independent by Moscow.

The withdrawal has been marred by controversy, with Ukrainian officials alleging that hundreds of civilians were k**led in the town of Bucha on the outskirts of Kiev before Russian soldiers left the area. Though Moscow has unequivocally denied the charge and requested a United Nations Security Council meeting to address the matter, Washington and some Western allies have taken Kiev’s side, with US President Joe Biden suggesting Russia may be responsible for “war crimes.”

Despite the accusations, Ukrainian President Volodymyr Zelensky has insisted that his country would continue negotiations with Moscow, saying “Ukraine must find peace” after repeatedly expressing interest in direct talks with his Russian counterpart, Vladimir Putin.

Ruble stronger than before Ukraine crisis
The Russian currency is trading at a six-week high

The Russian ruble strengthened to 76 rubles to the US dollar and 82 against the euro on Thursday, reaching its strongest levels against major currencies since February 23.

The ruble plunged to historic lows after Russia launched the special military operation in Ukraine, and the US and its allies imposed unprecedented sanctions targeting the country’s financial system. On March 7, the Russian currency fell to as low as 150 rubles to the dollar.

The ruble nosedived on February 24, immediately after the start of the military operation, as international penalties targeted its freely traded currency. Western countries froze Moscow’s foreign reserves, making it difficult for the Bank of Russia to support the ruble by selling foreign currencies.

The Russian government took steps to stabilize the sanctions-hit economy, helping the currency to bounce back from record low levels. The central bank introduced immediate capital controls, including a ban on foreigners selling Russian assets, as well as mandated hard currency sales by exporters.

The Russian currency received another boost after President Vladimir Putin announced in March that “unfriendly countries” that imposed sanctions against Moscow must now pay for Russian natural gas in rubles only. The demand received a negative response from the EU; however, Hungary and Slovakia said they were ready to accept the new way of payment. Moscow has also indicated that in the future, all Russian commodities will have to be paid for in rubles.

Another factor in favor of the ruble was the announcement by the Bank of Russia on March 25 that the regulator is resuming gold purchases at a fixed price of 5,000 rubles ($52 at the time) per 1 gram between March 28 and June 30. The move effectively links the ruble to gold, and since gold trades in US dollars, this sets a floor price for the ruble in terms of the dollar, establishing a new exchange rate between the two currencies closer to the levels seen on Thursday.

The US announced Tuesday it has approved the sale of up to $95 million worth of training and equipment to support Taiwan's Patriot missile defense system, something Taipei said would help protect the island from any invasion by China.

"The proposed sale will help to sustain (Taiwan’s) missile density and ensure readiness for air operations," the Pentagon's Defense Security Cooperation Agency said in a statement.

It added Taiwan will use the proposed training and equipment as a "deterrent to regional threats and to strengthen homeland defense."

Taiwan's foreign ministry welcomed the arms deal -- the third approved under US President Joe Biden.

"In the face of China's continuing military expansion and provocation, Taiwan must fully demonstrate its strong determination to defend itself," it said in a statement.

"Our government will continue to strengthen our self-defense and asymmetric combat capabilities."

Taiwan's defense ministry said the deal is expected to take effect in one month.

The latest arms purchase comes as Taiwan closely watches the ongoing Russia-Ukraine war, as it also lives under the constant threat of an invasion by a giant neighbor.

The Chinese foreign ministry on Wednesday condemned the deal, saying it "severely harms US-China relations, and the peace and stability of the Taiwan Strait." How's that?

"China will take resolute and forceful measures to resolutely defend its own sovereignty and security interests," spokesman Zhao Lijian said without elaborating.

Beijing has sanctioned US defense giants -- including Boeing Defense, Lockheed Martin and Raytheon -- for selling arms to Taiwan. That's a good thing. They should do the same with Nike, Apple, Microsoft, etc.

China regards Taiwan as its territory and has vowed repeatedly to seize it one day, by force if necessary.

Beijing has ramped up its sabre-rattling in recent years, sending 969 Chinese warplanes into Taiwan's air defense zone in 2021, according to a database compiled by AFP -- more than double the roughly 380 in 2020.

Taiwan has recorded about 280 warplanes entering the zone this year.

Western powers, including regional neighbors Japan and South Korea, have looked on with growing alarm at Beijing's designs on Taiwan under President Xi Jinping, China's most authoritarian leader in a generation.

On Tuesday, Australia announced it was accelerating plans to buy long-range missiles, citing new threats posed by both Russia and China, including a potential invasion of Taiwan.

"There was a working assumption that an act of aggression by China toward Taiwan might take place in the 2040s. I think that timeline now has been dramatically compressed," Australian defense minister Peter Dutton told Seven Network television.

Washington has remained Taipei's most important ally and leading arms supplier despite switching diplomatic recognition to Beijing in 1979.

The Patriot is a highly mobile surface-to-air missile system that would be a crucial defense against Chinese warplanes.

Former US President Donald Trump ramped up big-ticket arms sales to Taiwan during his time in office as he feuded with Beijing on a host of issues from trade to national security.

Sales included drones, missile systems and new-generation fighter jets. We better do more.

According to Golf, the Masters will be unable to provide the coveted Georgia peach ice cream sandwich due to “supply chain issues.” Reporter James Colgan initially announced the news on Twitter.

Colgan explained that a young concessions worker broke the news to him during the Augusta National Women’s Amateur, which traditionally takes place the Saturday before the Masters.

“The girl tasked with delivering the message couldn’t have been older than 16, which was perhaps by design,” Colgan wrote. “Sixteen-year-olds don’t frequently incite r**ts.”

That may be an exaggeration, but not by much. People love the peach ice cream sandwich, as evidenced by the response Colgan heard from others when they got the news. They included “Oh my goodness, you’re kidding!” and “You’re not serious, right?”

“Without the ice cream sandwich, the Masters simply isn’t the Masters as we have come to know it,” Colgan lamented.

Twitter users mourned the loss as well, with some suggesting it would ruin the entire tournament.
