Experts estimate that reeducation efforts started in Xinjiang in 2014 and were drastically expanded in 2017. Beginning that year, they documented the construction of new reeducation camps and expansion of existing facilities for mass detention. Reuters journalists, observing satellite imagery, found that thirty-nine of the camps almost tripled in size between April 2017 and August 2018; they covered a total area roughly the size of 140 soccer fields. Similarly, analyzing local and national budgets over the past few years, Germany-based Xinjiang expert Adrian Zenz found that construction spending on security-related facilities in Xinjiang increased by 20 billion yuan (around $2.96 billion) in 2017.

In late 2019, Xinjiang’s governor said that people detained in the reeducation camps had “graduated.” Journalists found that several camps were indeed closed. But the following year, researchers at the Australian Strategic Policy Institute (ASPI) identified [PDF] more than 380 suspected detention facilities using satellite images. They found that China refashioned some lower-security reeducation camps into formal detention centers or prisons; expanded existing detention centers; and constructed new, high-security detention centers throughout Xinjiang. (Chinese officials have said that ASPI is an anti-China tool funded by Australia and the United States.)

Instead of detaining people in reeducation camps, authorities have increasingly used the formal justice system to imprison people for years. In 2022, Human Rights Watch reported that half a million people had been prosecuted since 2017, according to Xinjiang government figures. The Associated Press found that in one county, an estimated one in twenty-five people had been sentenced to prison on terrorism-related charges, all of them Uyghurs.

In the past decade, predominantly Muslim ethnic groups have grown more quickly than the majority Han population.

Between the 2010 and 2020 censuses, the number of adults in predominantly Muslim ethnic groups grew by 9% to 17.9 million, while the Han majority grew 5% to 1.02 billion.

This disparity may have resulted, at least in part, from the Chinese government’s less stringent controls on family size for minorities under the one-child policy, which was in effect from 1980 to 2016. While Han Chinese were restricted to having one child per family (or two, if they met certain conditions), ethnic minorities were allowed to have as many as three children per family.

The relatively young age structure of the Muslim population also fuels population growth: 27% of people in China’s predominantly Muslim ethnic minorities are younger than 15, compared with 17% of the ethnic Han majority, according to the 2020 Chinese census. Internal documents from the Kunes county justice system from 2017 and 2018, provided to the BBC by Adrian Zenz, a leading expert on China's policies in Xinjiang, detail planning and spending for "t***sformation through education" of "key groups" - a common euphemism in China for the indoctrination of the Uighurs. In one Kunes document, the "education" process is described as "washing brains, cleansing hearts, strengthening righteousness and eliminating evil".

The BBC also interviewed a Kazakh woman from Xinjiang who was detained for 18 months in the camp system, who said she was forced to strip Uighur women naked and handcuff them, before leaving them alone with Chinese men. Afterwards, she cleaned the rooms, she said.

"My job was to remove their clothes above the waist and handcuff them so they cannot move," said Gulzira Auelkhan, crossing her wrists behind her head to demonstrate. "Then I would leave the women in the room and a man would enter - some Chinese man from outside or policeman. I sat silently next to the door, and when the man left the room I took the woman for a shower."

The Chinese men "would pay money to have their pick of the prettiest young inmates", she said.
Some former detainees of the camps have described being forced to assist guards or face punishment. Auelkhan said she was powerless to resist or intervene.

Asked if there was a system of organised rape, she said: "Yes, rape."
"They forced me to go into that room," she said. "They forced me to take off those women's clothes and to restrain their hands and leave the room."

Some of the women who were taken away from the cells at night were never returned, Ziawudun said. Those who were brought back were threatened against telling others in the cell what had happened to them.
"You can't tell anyone what happened, you can only lie down quietly," she said. "It is designed to destroy everyone's spirit."

Mr Zenz told the BBC that the testimony gathered for this story was "some of the most horrendous evidence I have seen since the atrocity began".
"This confirms the very worst of what we have heard before," he said. "It provides authoritative and detailed evidence of sexual abuse and torture at a level clearly greater than what we had assumed."

The Chinese C*******t Party escalated its persecution of Christians throughout 2022 as the country clamped down on churches and online religious content while demanding allegiance to Chinese President Xi Jinping, according to a watchdog group.

A report released last week by the U.S.-based non-governmental organization ChinaAid warned that the Chinese government is using charges of "fraud" to financially suffocate the house church movement, which consists of Christian congregations that have not registered with China's official Protestant church.

Authorities are using the traditional Christian practice of giving tithes and offerings to trump up charges against house churches under the "Measures for the Financial Management of Religious Activity Venues," which were updated last June, according to the report. The report noted that multiple house church pastors and elders have been jailed and potentially face years in prison.

ChinaAid president and founder Bob Fu said in a statement that his organization is also "gravely concerned" with how state-sanctioned churches are being treated in China, which has approximately 96.7 million Christians, according to persecution watchdog Open Doors.

"By using the new measures against religious content online and the infamous 'zero-C***D' policy, authorities limited or eliminated Christian gatherings," said Fu.

The Chinese government is also cracking down on Christian websites and apps in an attempt to "remove Christianity from cyberspace," according to ChinaAid.

Following the implementation of the "Administrative Measures for Internet Religious Information and Services" in 2022, censorship of online Christian content — including even in group chats — has reached an "unprecedented" level, the report warned.

CathAssist, which became China's first Christian phone app in 2013, was among those that were shut down under the new regulations because they were unable to obtain a license. ChinaAid's report said the app "did not meet the government's requirements for the license, despite having taken various actions including suspending sharing, changing its name, and modifying content.

"Before, during, and after the opening of the Congress, China's state-run religious groups lavished compliments and praise on Xi with more extravagant words and phrases than China's state-run media, showing that religious Sinicization is evolving from supporting the CCP to worship and allegiance to Xi Jinping," the report said.

"Their goal is not only to curate a ‘socialist-friendly’ church; they hope to erase it," said Fu. "The international community needs to know about these trends and developments as China continues to rise on the global stage."
