Contractors were bidding as if they were bidding on the most complicated sections, and doing the easiest sections at ridiculous prices, part of inflating contracts is vastly over paying for materials.

In 2020 trump was president before and up until J****** 6th when Biden would be declared president. This left trump in power to where he could wreak havoc with all of the positions of power at his command. He tried to do things that were illegal enough that people he was giving orders to refused because they wouldn't expose themselves to criminal conduct. He did multiple replacements of people who refused to do his bidding with people who would give illegal commands.

Trump was in a position of power as the outgoing president that was very hard to subvert when he was willing to do anything, use any power including subjectively illegal means...
