As to food assistance programs allowing the purchase of items "... [you] can't afford," you might have had a look at the rules governing their use: if anyone is so abusing the use of food subsidies, they are doing so with the complicity of whoever programmed the software on the check-out machines and of the clerk using them. That's about as likely as you getting a clue.
