I can tell you from experience that it is next to impossible to "skirt fire codes" in New York City and get away with it. FDNY Fire Inspection officers and fire fighting crews responsible for protecting a given building routinely inspect the buildings for code violations, and they will not hesitate to issue warnings to get the building up to code or face prosecution.
When asked if the president's assessment of the building being well built was accurate, FDNY Commissioner Daniel Nigro said, "It's a well built building. The upper floors, the residence floors, are not sprinklered."
Fire sprinklers were not required in New York City highrises when Trump Tower was completed in 1983.
Looking at the photos and videos of the fire in Trump Tower and reading up on it, I can also tell you from experience that if Trump Tower was, in fact, shoddily built and codes skirted, the fire would have been far more serious than it was.
The fire was on the 50th floor, firefighters didn't magically appear on that floor the instant after they stepped off the trucks. Even with elevators in service, it takes time to get the crews, hose packs, and the tools they need in place to attack the fire.
