Not funded means that it was never included in the budget that GWB submitted to congress that why they call it unfunded it was in addition to what the budget called for. It is not a budget Item

It is not the governments responsibility to 'invest' in anything. That said, if you look at Obama's record of where he has invested
other people's money, those investments have been horrendous failures.
