That's is lawyer parsing for "I am not governed by laws like everyone else, but only by the ones I choose to be governed by."
It is legalese doublespeak, similar to B.C,'s "It depends upon what the meaning of "IS" is.
Clintons are not "governed," they GOVERN.
So, no, Hillary was not "governed" by the rules and laws that other employees were governed by, she simply does not allow others to set laws by which to "govern" her. Those are for other, lesser people.

Good post!! I'll venture to take it a step farther. NO DEMOCRAT is governed by ANY LAW OR RULE. Rules and laws are written to keep those on the political right in line. Most rules and laws are, in my view, negative and harmful to a decent nation, and should be kept to an absolute minimum, and before any law is passed, the proposer should have to PROVE THE NEED FOR SUCH A LAW.

Agreed As to that; no law should be passed unless the instigator signs it as the instigator, the voting legislature signs it as signees, and all have to read it, all five pages. Beyond five pages is illegal
