this is almost too funny if it weren't tragic. The person wants to have a sex change operation to become the female he thinks he is. If it is not done, the person will cut off his testicles. Wait a minute, he wants to have both penis and testicles removed or he will cut off his own testicles. Why is that a threat.
Perhaps this person needs therapy for the deep depression that is behind most gender confusion. Changing sex and keeping him/her in the military is just giving another crazy person a gun and risking assault on the other military people.
