I would assume they allow no tobacco products under water. Many of their citizens are underwater mentally/philosophically/politically. If in doubt, just look at who they elect as their 'leaders' and Congress Critters.

Which of course reminds me of the old joke:
"What's the difference between an attorney and a catfish?"

You think? neither the word attorney nor lawyer appear in the Blacks Law Dictionary.
Something about mucks around the fountain. How can it be science? If arguable the 9 on SCOTUS are quite good and they do 5 to 4 all the time.That is more like art.
