Our Founding Fathers studied different failed governments before James Madison penned the Constitution in hopes of correcting the flaws of the Articles of Confederation. They concluded that raw democracy with mob rule was equally as tyrannical as King George's oppression. Our Constitutional Republic was to protect minority rights.
Madison understood the necessity of checks and balances, 3 separate Branches of government (and banned a government centralized bank risking counterfeiting of currency). Instead, the Constitution established a Department of Commerce to foment trade, one standard currency for all the states, to be managed by the US Treasury with Congressional control. (Previously, under the original Articles of Confederation, each state printed their own separate currency, screwing neighboring states in trade.) To coach New York into approving the new Constitution, Madison, Hamilton and Jay advocated in their Federalist Papers under the alias "Publius."
