It's simple but costly to politicians whose main interest is themselves. Reduce the size and scope of government across the board. More accountability for every department. The DOD could have billions cut without affecting readiness. There are more clerks, staff, and "gophers" in the Military than fighting soldiers. Way to many contract overruns with no consequences. No Inspector Generals watching over the departments.
Almost forgot. Cut congressional staffs by 2/3's.

And now we are looking at another spending bill on May 30th.
We know that all of these Military Bases around the world, and 45 Four Star Generals are completely uncalled for. Start there and start following the money down to every penny and Make sure that when we do find any Cracks in the Laws on The Books reguarding theft or intentional attempts to Misuse Funds, punish those individuals severely, 🤔
Back in the Eighteen Hundreds, a short walk to the center of town for an execution was the Order Of The Day!
.And now, with all of that out of the way we can move forward and start looking at ways to run the Government Efficiently!
My one answer is to pull the Biden Administration forward and force some answers on the last few years reguarding the mountian of failed policies! In fact the Administrations for the last 21 years including those of the Trump Administration, and back to the Obama Administration.
It may seem like a hell of a lot of work, but the answers are there.
Other than that, I am completely ignorant on the subject.

Why limit it to just the DoD? I'd suspect that EVERY department in the federal stable has an overabundance of useless personnel, and for some departments it's 100%.

That’s what I meant. The DOD is just an example.
To get the deficit under control:
Stop all green energy subsidies. Permit drilling broadly.
Prohibit any rule that treats CO2 as a pollutant subject to regulation.
Outlaw the use of DEI in any action taken by any institution receiving government money. Require termination of all DEI personnel.
This should increase economic efficiency, raising tax revenue.

The Biden-Harris regime have opened up easier access and more opportunities to receive them.
Do we really need studies about shrimp on a treadmill, how cocaine affects the sex life of quails or injecting steroids in hamsters to watch them fight?

Although I do agree with your points in principle, the amount of money spent on most of these types of projects ($ millions to $ 100's of millions, often over 10 years) is all but insignificant compared to the $ trillions the government overshoots it's revenues by on a annual basis. Even your source, Grants Plus, states that they only secured $150 million for their clients. Taking the $1.2 trillion at face value, does that include "big science" projects like the James Webb telescope, the human genome protect, NOAA climate change studies, etc.?

If we started selling energy off shore and used the royalties strictly on the debt it could be paid out in a few years with the cuts outlined above. Completely do away with several departments; education, EPA by 70%, DOE by 75%, IRS by 80% (and take away their guns). Remove all swat teams (NOAA doesn't need one neither does the FDA). Stop all of the BS "GREEN" energy give aways.

You have that right. Agencies and Departments that have served their purpose need to be abolished.
