Unfortunately, the legal system gives Trump a lot of slack! If he was a regular person, he would already be in jail until his trials. But he is not! He is causing a lot of trouble to family of judges and clerks etc.
So yea, there's a 2 tier system, One for Trump and the other for everyone else.

True, Hur should not have said they wouldn’t charge him, being an old man with a bad memory. Comey let Clinton get by because of their long friendship, knowing full well she was as guilty as they come.

He did try multiple times to prosecute Hillary, here's an excerp from one article:
