Hamas’ leader has, publicly, stated civilian discomfort works in their favor. They use civilians as fodder.

Sort of what I was getting at. Bibi would understand that was the case, just propaganda to get sympathy, Biden would most likely totally fall for it.

The truth is Obama calls Valerie Jarrett, gives her the day’s marching orders, and calls some minion in the West Wing to pass the directives on. Everybody in then hops to to follow the orders.
