I have spent several years working in Houston and I believe that New Orleans is a much more dangerous place/ yet in both those towns most of school age kids after the six grade never really do care to attend school but are forced to by law/ the teachers they employ are either incompetent or really are scared to go to work. I can believe you . I went to school on an Indian reservation. I saw my English teacher get shot twice in the chest by a glue sniffing 8th grader . I saw our music teacher get hauled away in a straight jacket and our geography teacher barricaded himself in his classroom during lunch hour . Fights between kids were not broken up or the students would gang up on the teachers . once our school bus was stopped while police were pulling body's out of the river and another time we passed by the body of a man whose throat was cut laying on the side of the highway as the sun was coming up .
