I watched this happen, in Northern Mich. Very sad, to see mentally ill people, walking the streets, aimlessly, demonstrating their mental disabilities!

Twenty years ago, non-profit *services* through an accredited service agency was the best way to access grants, programs, initiatives, and over financing foundations that people with disabilities had.
Some fiscal conservatives thought that there was still room for capitalism to privatize service organizations. As we all can see, privatization is not the answer.
The people who go out in winter to help the indigent and homeless are often doctors who complain that there are too many layers of access for doctors and patients actually to meet. Maybe that's it... getting the two raw ends of societal need together to find REAL solutions. Could it hurt to try?
